The only thing that can be damaged is the faucet washer(or O-ring) which deteriorates over a long period of time. These timers are designed to withstand household pressure over a long period of time. Water will be measured only when the valve is open and the water is flowing through the hose and that is controlled by the resident.

If you leave the timer attached in the winter it may be damaged by freezing. You should be shutting the water off inside the house and allowing the hoses to empty.
