tourism generates significant income in any country in Britain for instance the Monarchy and built heritage is considered to draw in huge number numbers of overseas visitors this translates to jobs for Britains and in every way contributes to the wealth and viability of society as a result it isnt surprising that govt spends significant amounts in creating, resourcing and maintaining the attractions

Two might be distinct - leisure facilities tend to be locally-focused for use by residents as well as visitors. Tourism brings in lots of revenue to local areas so its of benefit to market whatever makes a place attractive, Wales focused on sports/pastime a few years ago and seem to do quite well out of that.
