Because people don't know how to drive the speed limit. People drive like grandmas. I especially hate it when you're headed towards a light and it's green, and because they drove slow you just barely hit the red light.

I don't know but it's the same rule at the check-out in a supermarket.

its called fate. Maybe the reason has kept something bad from happening. The slower traffic kept you from being at a location where if you had been quicker you may have been involved in an accident.
