They made vows to God. Usually these men are rabbi's, priests, monks etc.

Probably because Leviticus 19:27 says “‘Do not cut the hair at the sides of your head or clip off the edges of your beard." (At least for the Abrahamic religions)

Some religions discourage it because they're ascetic and believe people shouldn't concentrate on material things like appearance. With others, like Islam, it's just an arbitrary rule
