Fill your pot with 1 part white vinegar and 3 parts water and bring to the boil,let it cool to the touch then wash in warm soapy water and hand dry with a soft cloth.................

This is a reaction between the metal and starchy foods. it is cosmetic only and you can remove it by scrubbing, or just leave it. It will disappear eventually with use. The reaction is different between the starch and metal where the food was sitting and where it was not sitting. I have seen it with spaghetti. You can see where the spaghetti was sitting during the cooking process.

It is not a strange thing. I think it is a reaction between the metal and starchy foods. Anytime it can be happen. You can remove it by an easy way. It is not a major problem for you. . It is a cosmetic and you can use scrubbing. It may be disappearing with use it. I think you will get rid of this problem.
