Different people pay different taxes on the same amount of income.

As they get older, a taxpayer rarely has just wages as income. There can be interest income, capital gains, rental income, etc. Plus a married police officer probably has a wife who has income as well. To have a level playing field, you let the tax return equalize it all out.
