You should bench test it by capping off the exhaust and loading it with compressed air. Study the adjustment and tweak it until it actually works. If you can regulate the input delta-P, then you can tune it for relief when it's supposed to do so. It may be easier to take it to a shop that has this test equipment already on hand. If you're good at mechanical test setup you can build something yourself, which is good if you intend on testing other units too. If not, the just have it checked by a turbo technician/mechanic.
