There is a vent for the oven usually on the part of the stove behind the top burners, where the control/clock is. The moisture is condensation. Natural gas has quite a bit of moisture in it and that is being vented out. Ours does the same thing especially if cooking something with water in the pan like a turkey.

When gas burns, it turns into CO2 and water ... the water is coming out the vent and condensing on the cooler stove top. Call the landlord to maintain the fan - if they provide it, it has to work.
