Do you let the charger for the cell phone remain plugged in? If so, it's using a small amount of electricity. But unplugging it won't cut your electric bill back down to $45.00 Your TV is always on. Even when it is not on it's on. Cable Box? Modem? Computer? Printer? Those things use power all the time. In short, winter time is a time of running more lights and running them longer. You're not going to be able to get around that by unplugging things. Only other things you can do is to replace standard windows with energy efficient windows; same goes for the exterior doors. Add insulation in the attic and have the house tested for air leaks and have them sealed up. But all that costs big bucks. And if you're a renter then you can do none of those things. Caulk the air-leaks at doors and windows. Baseboards leak dirt and outside air too.
