The 4th leg is usually the shortest but there is not absolute. Here's why. 1st leg runs from blocks and through the handoff zone to 2nd leg in stagger, usually just past the 400m point. 2nd leg is the longest except for lane 1 because there is no crossover in lane 1. All other lanes cross over adding some nominal distance. 3rd Leg gets the baton out of stagger but maybe has some cut in after the stick, unless you're 1st or 2nd. 3 Leg finishes the handoff in the same zone it got the handoff. The 4th leg gets the stick in the zone but is done right at the finish line so no extra steps for a stick pass.
