It's an Italian name, from the Latin Torquatus, which in Roman times was a 'cognomen' - a nickname that became hereditary. It meant 'someone who wears a torque' - an ornamental neck-ring of Gaulish origin; the Torquati were descended from a hero called Marcus Manlius who had killed a Gaulish champion and taken his torque as a trophy..
