The tax system in Switzerland is decentralized. The cantons (states) collect the taxes and every commune has it's own tax office that performs the tax evaluation for it's citizens. According to my experience the tax authorities in Switzerland are quite citizen oriented and flexible. But of course they still want you to pay the taxes ;-)
