Rehab counseling deals with helping people learn to live with their disabilities successfully and independently to the greatest degree possible in the community. This person would for instance help somebody who lost their sight after an accident learn that there are programs for blind skiers--and learn how to ski while blind if this was something that they had previously done and wanted to learn how to do again. A vocational rehabilitation counselor specifically narrows in on helping the person with disabilities obtain in the workplace. This is a little different because a workplace 'hires' somebody who is 'otherwise qualified'. They don't give people jobs

vocational rehab is a TYPE of rehab counseling. rehab is NOT just for disabilities. It is also for addiction.
