if you carry a large savings balance, I would just use the card that your primary bank that houses those funds at offers. Credit card companies are still reluctant to enter into business with people who have zero or bad credit because there's not always a straight correlation between high earnings and responsible spending, so based on the small amount they would approve you for anyway it still may not be worth it for them in their mind. however, if you had a large savings account at a bank for at least 3 months you can show them that you are a valued customer and that they should make an exception for you. You should be able to get the request to a high enough ranking officer that can make that judgment call since even though they can't use your funds as collateral they have a vested interest in maintaining a long term relationship with you.
