There is actually 2, one is for the horn. they pulled the Break

Overhead like that is usually the whistle, or horn - whatever is fitted to the particular train .

It is the control device to open the valve which admits steam to the whistle. This would normally be a lanyard, but the animator in this case appears to have portrayed a lever.
