This depends on who said it and what they are talking about. Are you sure it's not How do you expect to do something when you can't even string together a barrage? I would say this means that you are incapable of doing anything when you can't even pull the trigger to get an automatic weapon (gun) to put one bullet after another. It's an insult. It means that the person can't do anything so simple as get a weapon to do what it was constructed to do just by holding the trigger for more than 1 round.
