Import from Berlin, Germany to Washington, US. Well, interesting situation, let me tell you why. First at all, I know DHL and other similar companies can send a merchandise even considering and taking care of custom's clearance, for this they charge you a fee depending of the product, the value and some restrictions. So, if they didn't told you about this, you may need a custom's broker for release the merchandise at DHL's Washington office. Maybe they can give you that service too.
