She doesn't come downstairs without one of you there and you don't let peewee come into your area. The Border Collie is bored. If you have a fenced yard and half an hour, ask your landlord if you can take him out to play in exchange for a $30/month rent reduction. The 30 minutes out of your day may make the other 23.5 hours more livable. From there, look into anonymous noise complaints. Barking dogs are usually considered excessive noise if it goes on for longer than 10 minutes or so. Border Collies need hours a day of work and if she can't provide it, the dog will continue to bark.
