I think you did the right thing. Tips should be given based on customer service and since both servers weren't friendly, they're service isn't worth more tips.

Could they speak English? I agree with you though if you're going to put someone on the floor to wait on customers then they'd should take care of them in a pleasant manner. I would consider ordering take out from now on. She;s lucky she received 10%.
