Basically, any station which doesn't serve the whole country, but which serves more than just one town or local community.

Chris has a good general answer. The FCC defines a regional station by the frequency and power level. It will be on a frequency that has a bit better protection from interference and run usually 5 to 10KW as opposed the the 1 KW of a local station or the 50 KW of a clear channel (the definition not the company) station.
