VAT is paid by the customer and collected by the seller and handed over to the customers tax authority. The rate the customer pays is (obviously) the rate in the customers own country :-) You only have to collect VAT in UK when your sales (in UK) exceeds about £65k in a year (you will have to look up Irish rules) If you are ONLY doing digital downloads, the 'cost' of setting up a new company every time you approach the 'VAT threshold' is likley to be low enough for you to avoid having to collect VAT completely .. Your other choice is to base your business and sales servers outside the reach of EU enforcement authorities ...
