Nothing like that is gonna be cheep. Resin would work best for that, but it is really expensive and if you are filling a whole fish tank ( lets just say a 10 gallon fish tank) then you are gonna need 40 32oz jugs of resin to fill it, which is gonna be equivalent to $1200 if you buy them from Michaels ( 32oz of resin costs about $30). REALLY EXPENSIVE for a model. Online, you can almost certainly find it cheeper especially if you buy in bulk, but it still is gonna cost A LOT. Also, you will never be able to use the fish tank for anything ever again because the resin will harden into a huge block stuck to the sides. It is also gonna be hard to position your submarines so deep in the resin, because they will naturally want to float up as it dries and get messed up. If it's a smaller tank, like a 5 gal or a 2 gal, it is gonna be cheeper and easier, but it still will cost a good bit and be tricky to get right. Other than resin though, I can't really think of many other things you could use. Good luck
