Not really. Should city folks get tax breaks for dealing with farm chemical/feedlot waste run-off? Everyone pollutes to some degree.

Hardly. Compare land per capita with the pollution produced. City folks are living the greener lifestyle when it is considered this way. Further, they don't contribute to urban sprawl.
