It would depend on the reason for the fade in the first place.... if the fade was because of cheap ink, then re-inking with a different brand would help. (cheap ink fades very quickly) If it faded because the ink was not put deep enough, using a different artist would fix the problem. If it faded because of sun exposure, and age of tattoo, then yes it will fade in the future if you don't use sunscreen or cover the tattoo :) If it faded from age then as the new ink ages, it will fade as well.
