As long as they same tongs were not used both with raw and cooked chicken, it is fine.

Whenever one touches raw chicken, one should wash their hands before touching ANY other food. That's US standards, becoming common knowledge. Do they have the same rules in Spain? No. Should you impose your laws in Spain? (or anywhere else, for that matter?) No. Should you eat where you KNOW the health standards could make you sick? No. I'd have walked out of there, if it bothered me that much.

If everyone else in the restaurant know this (they should, it is common knowledge outside the US as well, I am Spanish and I knew it) and don't take the tongs for the chicken to the salad bar or anywhere else, it should be fine.
