I think an excellent first step is your state's Department of Natural Resources. Check out their website to see what they can tell you about permits and regs. For deer processing, look at the health department site to start off. You might try the Hunting forum here, too.

Draft a business plan and 5-year budget forecast. If you're starting any sort of "supply-side" business you need to FIRST determine where and how anyone might buy your product and how much it's worth. That's your gross income. Deduct all the costs/expenses and taxes and find your net income. If net income is not in the black (above zero) before your settlement nest-egg runs out, you'll need to rethink part of the business plan.
