When you take them out, you should clean them. Removing the crud before you store them allows the solution to disinfect and condition your lenses better. It is OK to rinse them in tap water after you clean them because they are going into the disinfecting and conditioning solution and RGPs don't absorb any contaminants. The instructions say to rinse them with conditioning solution. There is no problem doing that if it makes you feel better. Using tap water on soft lenses is disastrous. Most soft lenses are about half water and absorb contaminants very easily. The most important change is clean your lenses before you store them, not before you insert them.

I guess it depends on where you live. I'm in central Florida and have been wearing RGP contacts since the early 80's and have used tap water to wash them without any problems. If you do use tap water, make sure the drain stopper is closed when washing them. I typically put a washrag over the drain as well just to make sure the contacts don't slip down the drain somehow.
