It sounds like you are in quite a difficult situation. Some things I might change would be to first maybe ask your mom to not chase him. If he doesn't want to eat, he can go without the meal if he wants to. Just leave the food on the table for him to come back to it later. If it continues, take the food away at the end of the meal and tell him he should've eaten during the meal and the meals now over. As for the acting up in public places and name-calling, this could in part be a phase. But it sounds like it's more than that. You could sit him down in his room or yours, and explain how his behavior is NOT acceptable. Explain how your mom can't handle everything. If he calls you names, ignore it. If he sees it doesn't effect you, he may decide it's not worth it. Other than that, I don't know what else to say to help. Good luck!

He is really your parents problem, but it does affect you. You need super nanny, but really your mom needs a new approach. She might talk to someone that can help her.
