Exactly what it says. Whenever a creature an opponent controls becomes the target of a spell or ability, they sacrifice that creature. It also gives the creatures the Illusion type (on its own, that means nothing, but there are other cards that may refer to it). What exactly is confusing you?

First, it adds the creature type "Illusion" to every creature any of your opponents control. Second, it means that if one of their creatures becomes the target ot a spell or ability, they have to sacrifice that creature. So, imagine you have this down and your opponent has 10 creatures on the board. You play something like Energy Arc, targeting all your opponent's creatures. He sacrifices all of them and you walk your creatures across the field for lots and lots of damage.
