Link is an actual character. That's why they have him in super smash brothers brawl. If he weren't then the game would just let you customize him and give him another name

Every Zelda game, you are playing as a different Link, with only a few exceptions. Link and Zelda are reincarnated over time.

Link is not "Link" in the games, he is merely a "hero" Now his actual name is Link and is recognized as link but you start over because it's a different story. Similar to how "Sonic" does not have the same item and skills in different games yet he is still known as sonic. Although there is a timeline to all of the games whereas Link from OOT is the same exact link in MM (this has been proven) You can find more information on the LoZ Wiki,

Most of the games feature a different Link. The Zelda timeline spans thousands of years, so most of the Links are different, with the exception of a few. Link, along with Zelda, is usually a reincarnation or descendant of a previous Link, explaining why they all look different and why you "start from scratch" in each game.
