Parrots are tropical creatures so they need to be warm. Just keep a blanket over the cage and he'll be fine.

that's a fine temp for the parrot. Just be sure it's not in a draft....half covered cage is good.

Seventy degrees should be fine. Birds don't do well in drafty places, however. Make sure a fan or AC unit is not blowing directly on the bird.
