I don't think so. Some companies dont even rent to new drivers.

No rental company will rent to a learner or allow a learner to drive.

Nope. The renter must have a valid driver's license and insurance and with some exceptions must be 25 years old. You can't be listed as an additional driver (if someone else rents the car in their name) because you don't have a driver's license. Even in the remote possibility that you could, it would not be cost effective - very expensive.

NO, It is not possible. In order to rent a car, you need a drivers license. AND...,.you cannot drive one that someone else rents either.

Yeah of course and why not. If you want then you can take car from car shop by the dint of money. Just go to the rental house and take a car.

All major rental agencies will only allow a fully licensed driver to rent their vehicles. Period.
