Yes, they are allowed to do that. It actually happens all the time. Is it fair? No, not really, but it still happens.

That's how it is in high school. I was pretty shocked too myself but teachers mainly do it so that students can exercise their brain so that they can start to be able to think critically. Trust me, the more you get used to it, the more smarter you get, and the more you'll be able to answer such sophisticated questions.
