If it's growing in a pot, you can plant it any time. If not plant it in the spring when it is still dormant.

I'm a little confused here. Do you mean Cronus Kousa which is a flowering dogwood or as I suspect Cornus Dogwood which is grown for it's brightly coloured stems in the winter. You can plant either now between November and April if they are bare rooted plants or if they are container grown at any time. They are very hardy and will grow in sun or partial shade especially in moist areas so they will be fine where you want to plant them. If it's Cornus dogwood you are growing don't prune them in their first year. Thereafter prune in February/March before they bud. Be ruthless and cut them right down to the woody base about 4" above ground level. Feed and water well and you will be rewarded with bright new shoots. It is these new shoots that grow and give you colour in the winter.
