Well, it depends if the contact lense is a rigid/heard one , or those soft ones. The solution might not kill all the bacteria the tap water has however. For rigid lenses, it shouldn't be that harmful and you should just clean it with a cleaner and put it in solution. For soft lenses, it's pretty bad and you should clean them and put it in solution. Tap water and soft lenses do not mix well together, and is harmful. However, your chances are low of getting affected.

Putting them back in solution " for a bit" doesn't do anything. They need a minimum 6 hours to disinfect. Your lens is likely no more good anyway. After getting your lens soaked with tap water the material of the lens itself is probably ruined. They will never be comfortable to wear again no matter how long it soaks in solution.

The solution should sterilize it. They are ok to wear after you leave them in solution for a while. The only things that should touch your contacts are your eyes, washed hands, and saline solution.
