you didn't specify water level in comparison with the top of the vase. since there's no lid, it's a possibility but as long as the water is a couple of inches from the top, he'll be fine.

Yes all fish can jump but.............. A Betta fish should be in a 5 gallon cycled tank with a filter and heater not a vase.

As stated by !There is no reason for Ignorance !call a vet!, he can jump out, but you should definitely get a cycled, five gallon, heated tank for him. Betta fish are tropical, and need a cycled tank as much as a sensitive Neon Tetra does. To read up on the nitrogen cycle (Which is a must know for keeping fish): You should get a standard five gallon and cycle it with a good heater.
