In California, if you're over 16 you need a license. There's a provision for a low income senior license at 65 years old, and a couple of military discounts (disabled veteran or recovering service member), but they still cost. The only free licenses are for low-income native Americans and disabled people. They are free, but you still have to get the paperwork.
