Try to bleed the air out of the steering system and clean out the groove of the belt pulley and adjust the belt tension..

Like above said, did you actually turn the steering wheel from lock to lock 10 times??? This means raise the front tires off the ground, turn the key on, engine off. Turn the steering wheel to the left til it stops. Now turn to the right til it stops. Repeat 10 times. Check fluid level every 3 turn & add accordingly. Do this BEFORE you actually start the engine. Bleeds the air out better. IF not, air will get trapped in the system What kind of pump did you use by the way??? New or Used?
