Ottawa to me is a very eclectic culture that is rich is Canadian history. We have visited there many times and enjoyed music, winter carnivals, government building tours, Canada Day celebrations, museums, as well as it's French-Canadian food. I guess it may depend on what age group you are targeting with your event/festival but it should be diverse to suit many people's taste. Since everyone loves food, maybe that could be your focus. Just a thought. Good luck.
