You need a charging circuit to match whatever battery you're trying to charge. You can't just hook a solar cell straight to a battery. And a solar cell that puts out 3 volts with no load will probably only be 2 volts when you draw any current from it.

if you do not leave the panel connected at night, then a diode is not needed, but otherwise the battery will charge up in daylight and then discharge back through the panel at night! many commercial panels include the diode. again, if the panel is not left on the battery continuously, then no charge controller is needed as the battery will stop drawing current when it is near full charge. however if you were using a 14 volt panel instead of a 3 volt panel, then you definitely would need a charge controller. to charge the battery the positive (+) out from the panel connects to the positive terminal of the battery. you use a 3 volt panel to charge a 1.2 volt battery cell, that is because it takes the extra voltage to force current into the battery. that won't over charge the battery.
