Take the exhaust pipe off. Buy a straight through exhaust (noisier and more efficient) Performance is either gained by less weight, more air and fuel (better carb., bigger jets), better exhaust (straight through). You could also blueprint the engine (basically balancing all the engine internals).

It's Chinese. You can't make it perform better. At all. If you want better performance, just get rid of it and buy a Japanese bike instead. Chinese bikes are not designed to be tuned.

What year? Seems Hartford looks like a older Honda clone-10 hp to 12hp depending on year. About only good implication is country of origin is noted as Taiwan- meaning likely fairly good quality control. Ride it 5,000 miles first before trying to get silly.

Get a better flowing silencer. Search 'Universal Motorcycle Silencer' in eBay. Measure the outer diameter of your link pipe, just before where the original silencer is attached. Now find a slip on silencer that has a 1mm-3mm bigger inlet than that measurement. This will allow the new slip on silencer to slide on and have a snug fit. Then you clamp it down. This will give you a better sound, and may give you a tiny amount of improved performance. To perform better, you can change sprockets. Go down 2 teeth on the front sprocket and you'll gain a little acceleration / torque, however you will loose a little top end. You go up teeth for better top end, but you will loose a little acceleration this time. The front sprocket is cheaper to replace than the back one. You can also increase the air-flow, but you will have to re-jet so it doesn't run lean.
