Without any skills, training or tools, building one is pretty unrealistic. And you couldn not possibly learn how to build one or build the programs by getting "tips" on here. For $300 or less you can get a decent used computer that will have the necessary capacity to do what you want. You arew probably "having internet problems" because your operating system is too old to run the browsers. You could upgrade the OS, but probably don't have enough capacity to run it properly. Just go to a large electronics dealer, tell them what you want to do with the machine and your budget and they will show you what the cheapest model available is. You'd be surprised how cheap even laptops are nowadays.

There are tons of bare bone computers out there for 300. look up some you tubes on how to do it, as its very easy here is a good set up to start with. em-details.asp?EdpNo=8747613&CatId=31 You can reuse your case maybe your power supply your hdd your cd/dvd if you have to. To get started You could just start with a mobo, processor and memory using some of the stuff you have. keep looking and asking questions. It really isn't hard. If you find out what you want look here for parts it helps you build a computer and makes sure all the parts work together.
