The rotate tool would work perfectly. You don't have to make a selection to use the rotate tool. You could use the rotate tool in corrective mode - in the tool options under "direction" select the option marked "corrective (backward)". Then just rotate the grid till it lines up with the edge of the image and hit rotate. Again making a selection is not required. You can also get a script to auto rotate an image - it works by drawing a hand drawn vector line along the image to be rotated, could be useful for adjusting sloping horizons, but I find it's more trouble than it's worth if I'm honest. Making a selection is not required for that either. The auto rotate script is included in the GIMP Extensions Pack if you want it:
