Legal age to work in Canada varies from one province to the next, and also from one industry to the next. In most provinces, under-age workers are restricted from working in certain industries that are considered hazardous, such as mining, construction, oil fields, etc. In some provinces and industries, they look the other way, such as a child working alongside their parents on a farm or on a family-run fishing boat.
