You could put the image in a div way outside the screen (position: fixed; top: -10000px;), then set it to being blurry yourself a four or five times while the page is loaded (I didn't reload the page, I set the blur on hover and moved the mouse in and out of the pic several times). If you're lucky, that'll precalculate all the intermediate steps. Otoh, I tried the effect and found that blurring it by 3 or 4 pixels already produces a nice visual.
