What you'll want is something translucent, oddly enough. If it has a very light green or yellow-green cast to it, it will look more like it glows. You can mix a little white glue (a.k.a. Elmer's) into some water and see how that goes. If you try adding a whole drop of food color, little as it sounds, that will be too much. Take a drop of food color in some other water and add a little of that. You don't want it to look GREEN, but only to have a slight greenish cast to it.

I agree with the translucency idea, but I had a thought about the dye while I was reading thejanith's answer. Yellow highlighter ink might be a nice way to make the water look luminous. It certainly looks like it's glowing when it's on paper. I think the ink will come out if you just soak the end in the water.
