Open Windows Firewall/Advanced Settings.

Any port can normally be opened only by one program at a time. Port 80 is normally reserved for incoming HTTP connections, which should be handled by an HTTP server operating a website hosted on your laptop. You may have to add specific rules in your laptop's firewall to allow it to accept incoming connections on that port and allow them through to the server program. Also, if your server program is to accept HTTP requests from the Internet, then you will have to configure port forwarding on your router. I hope this helps.
