No, it doesn't mean there will be no call out charge. In fact they are increasing the call out charges. When they say that these are the things that the charge will pay for, they mean that these are the things that the state pays for, and the state gets its funds from taxes including the household charge. As the previous answerer alluded to, if you don't register your house for the tax then they won't know you haven't paid and there's nothing they can do about it, and you don't gain/lose any benefits by registering or not registering.
