You might just have tight hips or something. You can use a Foam Roller to loosen up your hips before and after stretching. They only cost around $18 at Walmart. You can also look at youtube videos, they have really helpful stretches on Just the splits. Make sure your muscles are nice and warm before you stretch. And lifting your legs up in the splits? I've never really heard of lifting your legs higher in the splits or anything like that, but you can practice over splits by using a foam roller, or even a pillow, just put it under your front leg near your ankle, and gently start to try to go flat on the ground. You can do this with your back leg too. Hope this helps!
