For the most part there's no problem refreezing meats providing the meat did not reach room temperature. If it was thawed in the fridge and is not used within 1 or 2 days, you can refreeze it without an issue. If thawed out on the counter don't refreeze it.

It is definitely "better" to not re-freeze thawed meat, but it is okay to do so. The freeze/thaw cycle damages the cellular structure somewhat, and thus changes taste and texture. It may not be noticeable to most, but it happens.

JL, your question is confusing, first you ask about freezing, then you ask about refreezing, which is it? I have refrozen meat plenty of times, but on one condition, that the meat has not completely thawed, I also started more than two years ago to vacuum seal.
